RC-9 is part Robocop and part XJ-9 (aka Jenny Wakeman)

His abilities can be superhuman and include:

* Vision in normal, infrared, thermal, ultraviolet, X-ray, ultrasonic and radiation modes
* Radiation hardening (ionizing and non-ionizing)
* Communication with any system that exists, especially if it is to meet his primary directives
* Being equipped with just about every law enforcement tool under the sun (of course!) as well as paramedic tools

A public demonstration of RC-9 (connected to a large screen via a secure connection) to show how he can meet his three primary directives was conducted.
He was given a task to find a lost child, and as part of his first directive "Serve the public trust", he accessed the city's CCTV system to quickly find the lost child.
When RC-9 found the lost child, the child was a little bit scared, but RC-9 introduced himself as a police
officer, and as he was taking the lost child back to where the public were watching the large screen, RC-9 saw a man collapse on the footpath, and with his ultrasonic vision, RC-9 found that the man went into cardiac arrest, and as he was about to deliver a shock from his defibrillator elements on his hands, a young child ran up to RC-9, and RC-9 said "Stand back or you will get hurt" to the young child as part of his second directive "Protect the innocent".
After one shock from his defibrillator, the heart attack victim regained consciousness and RC-9 conected emergency services.
After the ambulance took the man to the hospital, RC-9 started taking the young child back to the large screen, and saw a young man throw a drink can on the street.
RC-9 said to the young man "Do you want to pick that up?" and the young man said "I can't be bothered", and as part of RC-9's third directive "Uphold the law" said to the young man "You know it's wrong to litter".
The young man picked up the can and RC-9 said "This aluminium can is recyclable. There is a recycling station on the ground level of the mall two blocks away from you."
When RC-9 returned with the lost child to the crowd watching the large screen, an official said that RC-9 has passed the public confidence test (especially with the wildcards he received).
